If Indiana’s governor signs House Bill 1432 (HB 1432) into law, e-liquid creators would be subject to new manufacturing, label and ingredient guidelines.

Manufacturing

  • All mixing, bottling, and packaging activities must take place in a clean room.
  • The manufacturer must be willing to submit to random audits of the facility and the product itself.
  • The manufacturer should take steps to ensure that all ingredients and completed products are in a secure area.

Ingredients

  • E-liquids sold in Indiana may only include vegetable glycerol, vegetable glycerin, propylene glycol, nicotine, flavoring and water.
  • The manufacturing facility must take all steps to ensure that unauthorized ingredients are not included in the final product.

Labels

  • All labels must include a batch number and a manufacturing date (or a means for finding the manufacturing date).
  • The label must include a scannable code tied to the batch number.

HB 1432 passed the House on April 21 and is on its way to the governor’s office. It will become law once signed by the governor, but there’s no word on whether or not he plans to sign.
